Before I screw anything up
I am installing a LPE 211/219 cam in the rebuilt motor. I have Crane Cams 10308-1 spring kit. I have SA 1.6 RR and new pushrods to go in. Having never done a cam swap in a LT1 and it has been a looonnngg time since doing any cam swap am I going to be OK with PTV clearance and are the springs the right ones?

you will be fine.. I run those springs on a cc306.. Good spring kit. I would go with some NSA 1.6 with guideplates if possible..

The Valve springs should be just fine with that cam. I assume the numbers posted are lift numbers not duration. Piston To Valve clearance should be fine as well. Unless something goes horribly wrong. Like wrong cam timing or a very bad valve adjustment.
When installing the cam make sure you lube er up lots. and it helps to install 2 or 3 Looong bolts into the front of the cam to give you leverage to help guide it into the last few bearings.
