Clear is questionable, back bumper has clear fading. Rest of car seems to be intact. I have no idea paint history, and I feel a strong cut would be a bad idea. The paint scratches easy if that's any indication

If that's the case, I would agree a heavy cut isn't a good idea. You can try a compound by hand to see how it reacts.
