RPM issues

It's been awhile since I have been on here. I had been out of the f-body scene for a year or so since I traded my 95 camaro for a bike. I recently traded said bike back for a 95 trans am with some goodies, but I'm not exactly sure of everything that has been done. I'm still investigating that.

This week's issue is related to engine rpm. When the car is moving, it has an engine speed problem. I push clutch, it jumps to 3k. I can coast it to a stop and then it will return to normal, about 800 or so. When it's driving, it still wants to be at 3k, but depending on what gear I'm in, it will hold at a certain rpm, but still wants to go up (kinda like a cruise control). I'm not sure where to start looking for something that can cause such an issue. The car does have a 24x efi conversion kit which I'm not familiar with. Could there be an issue with that?
