Default Fuel Pump Relay Brain teaser

So I just rebuilt my 1995 Lt1 and tried to fire it up tonight. !EGR !A.I.R pump. I primed the oil pump by disconnecting the fuel pump rely and the coil. After it primed I reconnected the coil and and relay. It turns over normal speed but does not start, I then noticed that fuel was dripping out of my headers at the collector ( no exhaust system yet just straight pipe headers ) The cylinders were plum full of fuel and the engine was flooded. I decided to disconnect the fuel pump relay to run the excess fuel out without the pump by turning the engine over. It immediately started and idled without the relay in place, its a rough idle and I can't increase the rpm's it just bogs out. It ran and idled this way for 30 min, turned it off and it started right back up????????? I noticed that there is another 5 pin relay tapped into the harness next to the fuel pump relay. It has an alarm system that I don't know, I bought this car with a blown engine from a friends shop so I don't know the owner. How can it run without that relay and could the alarm be cutting the ignition off?? This is the relay I disconnected and it starts and idles without it, wont start with it PLEEEEEEEEEESE help

I checked the fuel pressure regulator and it had fuel in the vacuum line, could this be the problem. I guess it sucking raw fuel into the intake with the relay out its just enough to start and idle rough. With the relay in the fuel is going directly into the intake flooding it and pouring out the exhaust. Does this make sense????? Well im off to get a regulator Ill post up the results....../...
