Clutch dragging?

I need some opinions.

I just replaced my clutch with a CCI Stage 2, had my flywheel resurfaced. I also replaced my master and slave cylinder with a prebled unit from WS6store. Now, there is a slight bit of clutch pedal vibration at the top of the pedal. It goes away when you rest your foot on it. What I'm mainly concerned about is...

With the rear end of the car jacked up off of the ground & engine running, when I depress the clutch and put it in first, the tires rotate 1/4 of the way. With the clutch still depressed, I pull it out of first, then put it back in first and the tires don't rotate. Does this mean my clutch is dragging, or do the tires just rotate 1/4 of the way the first time because I'm putting it in first right after I depress the clutch? When the car is on the ground, it doesn't move forward on flat ground or anything.
