If she just wants to pick up the basics first and learn the ropes, she can start by hosting her own website right out of your house.
I used Abyss Webserver (http://www.aprelium.com/) to host three websites out of my house. That software is free if you want to just host one site. Have her look it up.
check out www.trustabyss.com (http://www.trustabyss.com) for the best tutorial on getting Abyss up and running ASAP. Includes everything you need to know about getting your database system up and running as well...
Once you get Abyss installed and set up, you can then look into 'easy' methods for getting a website going. I have tried Joomla, PHPNuke and vBulletin to name a few. All are free for the most part.
You pretty much just install their files, configure the ini files, set up a database for each to use, and that's it. You can pretty much have everything set up from scratch in a day.
The nice things about Joomla http://www.joomla.org/ and PHPNuke (http://phpnuke.org/ ) is that they are content management systems. This means they do everything. User registration, login permissions, website skins/templates, everything. You'll see what I mean when you look into them further.
If you get Abyss, you can also use www.no-ip.com (http://www.no-ip.com) to mask your IP address behind a URL. That way, you can type in a site address instead of needing to type your router's IP address to access your website.
Better yet, you can register a real Domain Name thru Go Daddy for cheap, and set it up to forward to your no-ip.com domain name.....which points to your home's website. What's a domain name on Go Daddy? Like $3?
Yeah, let me know if you have any questions about this. I can assist in setting everything up as well. It's super easy to get up and running. I use my home server for automation stuff, FTP access to my files, mp3 streaming (http://www.turnstyle.com/andromeda), and to test out websites that I am designing....
