it is an illegal DE plate, and the car can back it up. The owner is not here and like to be anonymous.

It's not Delaware issued. He may have the blue vanity tag with the same letter but that black tag is illegal. Delaware did make black tags at one point but they are limited and expensive. They can get a duplicate inspection sticker from DMV by saying theirs was peeled off. I've never heard of anyone being stopped but that's just me.

No, I'm friends with the guy who make them on FB and IG. He made it at the end of last year. The real ones are smaller than a regular tag.
