Yes thats for traction control. Yes it can be removed, you would need a throttle cable from a non asr/tc car and the cruise control cable as well to swap over.

Haha it does work pretty good actually. It has a on/off switch on the dash it only chirps 3rd with it on vs sideways with it off. Haha. I just wanna clean up my engine bay and hate it being mounted on my valve cover. Lol.
