The easiest way would probibly be to find the thread that you bought something or sold something to someone, look at one of their posts.. Under their username you will find "Trader", click on the number to the right of that, it wil bring you to another page, and you will find "Submit feedback for (username)", click on that, and its pretty much self explanitory from there.
