I know we have some "somewhat local" to me LEO's in the forum here... Popo... I have a small situation that I am a little concerned about and I don't know what to do. I have a small hunch that it could be just a small investigation on people who are collecting unemployment, but also, I made some recent weapon purchases that I am thinking could lead to a small investigation as well... given the recent events in our country. Let me take you back about two weeks: I have recently filed and been accepted for UC benefits, now I am still employed in my dads small business, however the work we do cannot be done in certain weather. About a week after I claimed my first payment, I noticed a blacked out crown vic with "POLICE" stickers on the side drive around my cal-de-sac very slowly. This happened I believe two times in a few hours span in one day. The same thing happened last week and the vehicle slowly stopped right by the LP of my truck in the street. A few days later, my brother told me he walked outside and saw a blacked out vehicle stop in the road and then park behind my truck for a minute or so, then leave (didn't give me a make or model though). So I had forgotten about this until today... I am off work due to the weather, so I go to the gym. I walk out of the gym and get into my truck, look to the right and I see this same blacked out crown vic one row in front me and about 8 spots to my right, sitting sideways in a spot aiming directly at my truck and I see the red light of what I believe was a dash cam looking at me. I start the truck, sit for a couple minutes, then as I turn on my lights, he drives in front of me (and I catch a glimpse of his on-board computer screen) then drives behind me and parks in the same lot, but right by the entrance of the gym. So I leave and go home...
My question is, what, if anything, can I do about this? I have done nothing wrong and I am not screwing UC for benefits... I mean if I call the local PD and ask if they are investigating me, they will obviously deny it right? Should I approach the vehicle the next time I see it? It seems to be a legit officer, not a fake. I mean, I feel somewhat violated and I am a very suspicious/paranoid person... odds are, if someone is watching me, I will know it. On a side note, the weapon purchases I made recently concern me as well. I bought a G30, R870 and I am currently waiting on a backordered Kabar combat knife... all purchases made in about a months time or so... is it possible that they are just watching people who make random weapon purchases due to recent tragic events in our country? Please give me some advice here, as I am concerned and I'm not sure how to approach the situation without creating a problem. Thanks guys

OK... let me start with a disclaimer.... I am a Police Officer, and not an Attorney, I can give you my best insight into what you explained, however I am by no means giving you advice, or telling you what to do.
With that being said, I will work backwards.... Weapon purchases: Not something the POLICE are going to investigate... and not something ATF or any other FED agency will investigate unless you obtained illegal firearms, or you illegally obtained aforementioned fire arms. With that being said, and under the assumption that you are truly seeing the same car following you...... you need to be careful.
Unmarked , retired patrol vehicles are a dime a dozen... once retired they are auctioned off and purchased by anything from movie car prop companies, to drug dealers, to constables, to PIs, ETC...... The laptop in the car means nothing.... Hell, the last few cars we retired went with the docking station and all and all you needed was to buy a tough book.
I will tell you now...NEVER approach the vehicle...however, next time you are somewhere, and you see it parked outside, feel free to call the Police, and tell them "I have been being followed by a vehicle for the past XXX, and now it followed me to xxx", or "is parked out side where I am now and I fear my safety." With that being said, they will ask for your location and a description of the vehicle. Be clear with the disptcher that you would like to see the officer afterwards. At that point you can make your own decision if it appears the Officer is hiding anything from you, or if he tells you what is going on with the car, and the person inside it.....
Now, take away the worst case scenario that its someone trying to cause you harm... and assuming you have done nothing illegal, you are left with possibilies that it is a Private investigator getting information for unemployment if they feel that you are double dipping or commiting fraud.... but that is def NOT a Police concern.... OR, if someone is looking to file some type of civil action against you, it could be a process server waiting to serve you.....
So in conclusion..... next time you see it.... call the Police...dont approach and talk to the Police afterwards and do your best to read them, or take what they say at face value.

Thank you for the quick response POPO, I may have to call it in the next time I see it. All my firearms are 100% legal and I have no prior records, and I have not tried to claim UC benefits illegally. And I cannot for the life of me understand why anyone would hire a PI against me... I have no spouse or ex-spouse, last gf was almost 2 years ago... I have worked ONLY for my dad with our small business straight out of highschool... I am at a loss... I guess I will call the police the next time I get the opportunity... but I have to say, if an officer shows up and I speak to him face to face and clear the air, then this guy STILL shows up again... it will take some real willpower for me not to approach this guy. I mean, I can only take so much and if the police can't do anything, what else am I left to do? I will say this though, if it's a fake, he spent a good amount of money making it look very real. I only got a couple digits off of his plate today, but I will be sure to get the whole thing before I make another move.

No problem... And it does not take alot of work to make a retired car look like a police cr... like I was saying...many times we pull the light bar... most of the electronics and ship the car off through auction... well if it was a chief or detective special.... then its already ready for auction...
If the Police come out and make contact with him, and he is a PI investigating you...odds are they will not come to see you.... rather you will get a call saying that its ok, but they can not discuss the reason he is there... thats why I said be clear about requesting to see the Police after wards.... I would even say that maybe it is not for you, however you tell me it follows you to other locations.....so odds are it is about you (assuming your not paranoid, sorry but it does happen and I dont know you...so Im telling you from an outsider perspective).
Remember, there is no real law against the vehicle or person being in the same places as you are.... you can try for stalking or harassment, but honestly if he is not approaching you... its weak..... The Police will do something if they can... if not...then that means the guy is not doing anything wrong.... but I want you to think of one thing since you say you will have to approach if they tell him to leave and he does not.....
If he is not willing to listen to the Police , what are you gonna do that is not gonna put you in danger or in jail...?

I don't like confrontation and I will do everything in my power to stop this without even seeing the guy if I don't have to. If he plays games with me, I will return the favor at first, give him a chance to back off. If he is ignorant and continues (or say, damages my property at night to retaliate) honestly, who else would damage my stuff? Never once in my life have I been vandalized, yet for some reason after warning a d-bag to back off, my stuff gets damaged.... hm, I'm sorry but at that point, he will not even know what hit him, especially if he is stupid enough to continue trying to watch me or vandalize my property.

There is no such thing as the Police can not do anything..... if he continues to return, you keep reporting it and it will escalate the incident .... and eventually he will be arrested. NOW... if you approach him...what are you going to do....ask him what he is doing??? that wont get you anywhere, cause obviously if he wanted you to know it would not be so stealth.... If you threaten him, you will be arrested... if you approach him and a physical altercation occurs, you will both be arrested, however with you being hte aggressor, he will prob fare better than you... and if he is someone dangerous.... you make yourself an easier target.... THERE IS ALWAYS something else you can do over confrontation...... Document, report, document report... THAT is how you handle it properly... anything outside of that, and you put a target on yourself for getting hurt, arrested or worse..... and remember....There is no law against him parking on the roadway..... or being at the same gym parking lot as you... annoying YES>.. creepy YES.... but if he does nothing.....not illegal.

And all that ^ is where people who are doing nothing wrong... do something wrong... Believe me.... I understand puffy chested, alpha male proving machismo.... I am that guy..... but...... you have to draw a line between thinking it... and doing it......
Remember, your not even sure he is there for you..... In the end, you can do whatever you want...thats what makes this Country beautiful... but with nearly 12 years under my belt of being the person who responds to this stuff..... your gonna get yourself in trouble with the above thinking......
If he is not on your property, and not addressing you... its nothing more than a suspicious person/vehicle/circumstance....

I appreciate the concern, like I said, I don't plan on it going that far. And if this guys previous "surveillance" methods indicate anything, it will not be very difficult for me to "confront" him without identifying myself. Obviously he would know I was behind it, but he would have no proof and it would be his word against mine, however I doubt he would take it to the law since the law will have already approached him multiple times on the matter before it goes that far. Ugh, I hope this is just some stupid UC investigation and they lay off now since they know that I am NOT working when I collect benefits... I feel like they could be spending their time and money on quite a few more people than someone like me, who isn't just a lazy POS. The fact that I am at the gym working out while I can't work, should be clear that I am not just sitting around sucking on their "teat" lol. I've gotta hit the sack though, even though I'm not working tomorrow, I am going to the gym again... HEAR THAT UCPA? PLEASE DON'T SEND ANYMORE GOONS AFTER ME WITH THEIR POOR SURVEILLANCE AND FAKE POLICE CARS! PLEASE! lol

Hopefully never gets anywhere near that point, hell, it could all stop tomorrow if it actually is UC trying to see if I am not working. Although I fear if it's more than that, I may only just proceed more cautiously if I would ever feel the need to step in myself. Take pictures and or video of said vehicle when you see it. If it turns out the follower isn't there for official reasons, you will have documentation to then file a suit for harassment/ stalking, or file for a restraining order if needed. First though, contact your local PD and let them do their job.

I have a question too, i know you have to have a license to conceal and carry, (i know laws are different from state to state) but what are your thoughts on open carry?

This is my 2cents on it. If you are about to get mugged and you are concealed carrying you have the upper hand. If you are open carrying that same person will approach you differently and still attack you because now he knows you have 500-1500 dollar pistol. Bad people are going to do bad things you are just letting them know, hey I have a gun you can steal too and knock you out before hand.

That is just your average slob's ignorance more than anything else, mainly because they like to believe that the government does everything, including keeping "those bad ole' guns" out of sight and mind for those who drank the kool-aide...
Having said that, I do agree, with the current crop of sheeple, concealed would be the better option, mainly just to keep from getting hassled all the time.
The point about having the upper hand during a mugging, very valid. That's an example of one of the basic tenats of combat. Conceal your strength and make your enemy think it's actually your weakness.

No personal issues here for me. Especially coming from the onky state that does not offer any carry for citizens what so ever here in Michigan it took some getting used too. Not that I care or bothers me if someone Oc's. I personally OC'ed until I got my CPL in areas I didn't know or if I knew id be out all day as you can not have the firearm in the cabin of the vehicle. After going through training and reading about online I don't want to waste a leos time or mine saying hi here's my id ok bye. Just toss on a hoodie and call it a day.

I would NEVER open carry. Draws way too much attention and makes you the first target should a robbery or random shooting occur...
On topic though, I guess will start keeping my video camera nearby. My phone will take a decent photo, but the video might not be very clear. Although better than nothing I suppose. I haven't seen the car today so far, hopefully it stays that way. But now I feel like one of those "spooks" in the movies, always keeping my head on a swivel and taking in my surroundings with more detail. I've always been somewhat like that, but now I'm very aware of it.

In PA do law enforcement vehicles HAVE to have the "X" in the license plate? As far as I know, in Michigan all police/government vehicles have the "X" in the middle of the license plate so you can tell it's a real police officer. At least I've never seen a marked police vehicle without the "X". Something to chew on - if it's the same in PA and you said you already have a few digits of the license plate, was the "X" present? In your first post you said the vehicle you saw had "POLICE" stickers on the side - has it been the same vehicle each of those times?
Lastly - and Larry, please give input on this idea - if the guy is that bad about hiding himself while he's apparently stalking you in the parking lots or at your house, instead of completely walking up to the vehicle, what about having an obvious digital camera and being obvious about taking pictures of the guy's car while he drives by and/or is hiding in the parking spaces? Sometimes doing that will spook people off. My mom told me she had a guy in front of her that was totally "road raging" her - brake checking and trying to run her off the road. She took her cell phone out and pretended to take pictures of his car and his license plate and then pretended like she was calling someone and the guy got so spooked out he pulled a U-turn and zoomed off.

OK, well...in PA... Unmarked Law Enforcement vehicles are not required to carry MUNICIPAL GOVERNMENT plates... In fact to make the vehicles blend in better, the plates are usually regular civilian tags (until you try to run one....then federal vehicles come back with no records....) Marked patrol vehicles carry the Municiple Government "MG" tags which are blue with white writting...mainly because they get registered once in their life time...... Even our highway dept trucks carry those tags....
NOW, as for the video thing.... I am going to err on safety side, and say...if you want to document...do it inconspicuously.... being in the PEOPLE business for years has taught me that just because one person can be intimidated by being on camera..... the next person may be enraged, and it may be that moment when they are going to snap....
And not that the person with the camera would be doing anything wrong...BUT.......when they snap... it could be for any reason...
NOW We are making lots of assumptions about this entire situation based on one side of the story... for all we know it could be a sales man who is stealing wifi conection from the same location...... If you can assume the worst...we must also assume the not so bad...
Again... as a Police Officer.... I would tell any resident in the twp... If you see something weird...suspicious....scary.... whatever... CALL the Police...Call 911.... but by no means do you approach or instigate.... No matter how ARMED or TOUGH, or BRAVE you may feel..... It complicates things that can other wise be much more simple......

In NC, our marked LE vehicles have silver and black permanent tags, unmarked cars run a standard issue tag. Sometimes its hard to spot UM's, but all have blacked out windows so its usually a give away. Is there a light bar inside the car, several antennas, or anything else that would be a give away as to LEO?

Interesting - as far as I know all police vehicles in MI have the "x" in the license plate. So thankful for that because it's how I know whether to slow down or not if I'm approaching a crown vic in traffic. :lol: Ex cop cars are a dime a dozen here in the Detroit area... many of them still with the brush guards, spotlights, and even antennas attached to the body. Makes it extremely hard to identify unless you're behind the car and can see the license plate.

Even better... take a look at our unmarked...its a used Mercury Gran Marquis..... not a ford...not a Police Interceptor.... not a crown vic... does not even have the dual exhaust tips..... just a run of the mill Grampa Merc.... lol

I did not see an X on the plates. One thing to add though about the sticker... I couldn't quite tell if it was one of those stickers that you can only see at certain angles, OR possibly could have been the absence of a sticker that used to be there (good indication that it is an out-of-service police vehicle). And this was big POLICE letters going down the sides of the car. Anyways, I haven't seen it since the day I posted. I know you guys are only hearing my side of the story, but I wouldn't of even posted the question if I wasn't pretty suspicious. Like I said, about 2 weeks now, it was almost systematic. Slow drive by twice (that I saw) per day at several hours interval, only saw it about two days of each week. Also, my brother walked out of the house and saw it parked behind my truck and left shortly after he came outside. Now yes, that made me suspicious, however the real turning point for me was the parking lot deal... I have no intention of approaching him anymore since Larry gave me some things to think about. For all I know though, I may never see him again.

The removed stickers is def a good sign that it is out of service... and again...like we say for many different things.... If you didnt do or have not done anything wrong... dont worry about Law Enforcement..... and use us to your advantage to approach the idividual for you.

Will do... I hope it doesn't come to that though. I think my biggest issue with this whole thing is the unknown factor. Why? I have no one in mind that would possibly have a reason to watch me or hire someone to watch me. Just UC, but even then, why tail me for this long when I haven't been abusing the benefits. I feel like their time and money could be much better spent on people who are actually abusing the benefits. Hell, even if a few people here and there get a little more than they probably should, I'm sure that is nothing compared to some of these people living off UC and just being flat out lazy. In a way, I would like to see him again just to get a chance to gather some evidence and figure out WHY they are there to begin with.

I just seen this thread now.
If it was a private investigator, wouldn't they want to be a little more stealth? Driving around in a blacked out police car with police stickers throws red flags for me. I didn't read the rest of the topic so just throwing this out there.

When New Years hits....ITS SOOOOO ON (read the thread).... for now, I will respond by saying...that would make the most sense, and in turn would be the most successful way of conducting any type of surveillance, however some PIs may only have one vehicle... or maybe its a constable looking to serve paperwork....or anything.....

What about if they are just doing the parking lot thing again? I would hate to call 911 just to have a unit rushed out to me, only to have the guy decide to leave right before they get there. I would rather be discreet as possible. Although if they did decide to leave right after I called, I would probably follow them and ask the operator to stay on the line with me. At least then IF it was someone who had no professional business watching me, I could have the police there to put an end to it.
Quick Edit: I'd only follow if I couldn't get the plates in time. Even then, I'd only follow enough to get the plates probably.

At least then IF it was someone who had no professional business watching me, I could have the police there to put an end to it.
Again, you can do what you want (I STRONGLY URGE NOT TO FOLLOW)...but if you follow him, you will end up causing more issues. Let him go...give as good of a description as you can... and when the Police arrive...it will be on report and NOW a record for the next time it happens.
Quick Edit: I'd only follow if I couldn't the plates in time. Even then, I'd only follow enough to get the plates probably.

YOU: "I have been being followed for several weeks now by the same vehicle and I fear for my safety."
911: "has the person in the vehicle done anything to you?"
YOU: "no, but I am not sure what he is going to do, he has been in front of my house, followed me to the gym etc"

Haha thanks for the play-by-play there lol. I am glad I posted here, I was debating it for a little, but I'm glad I did so now I have a more rational plan to commence should the situation continue. I've always been pretty hard-headed when it comes to this stuff. Like you said before, "alpha-male". I'm not an aggressive person, but very defensive and I hate being "watched" and feeling defenseless. I am not stupid enough to walk up to a vehicle in broad daylight with my chest out or anything, but I always find my first thought directing me towards the "go get 'em, but don't let them know it's you" solution. Anyways, I think I've got enough info out of you to keep my head on straight lol. Maybe it's all these crazy people nowadays, making me extra paranoid. I just got around to reading your last couple threads about the other shootings that occurred and it really makes you start to think and be concerned.

And its only gonna get worse....
Most of our LE training, and annual crime updates and things like that point to things only getting worse.

Good deal, I appreciate it. Keep yourself safe as well, I know you got pretty banged up over time and it keeps you off the streets like you used to be, but IMO any LE job is risky business.

I had something similar to me happen. Seen a blue 2500hd truck 2 streets down from my house. 3-4 days in a row. More then 1/2 the day. Asked my wife if she seen it. She said ya but didnt think anything of it. NOW they can ONLY be watching MY house where they are parked. Nobody lives in the house to my left. The house to the right is snowbirds only here 2 weeks out of the year.
long story kinda short.(my mom just broke up with a psycho bf from up in ohio. were in fl. now)remember that bit of info)
We leave to go run some errands. They are still there. So we turn down that road. Past em , I get a plate # and description of the 2 people in truck. We head to town. and come back 30min or so later. As we pull in our driveway They leave. So we pull out and follow them. When they see this they start to haul ass. (deff above the 30 mph street limit) They get caught at a light behind someone so we ended up behind em. They end up going to Wendys drive thru and kinda get blocked in trying to get out a 1way exit. We park and I park right next to em. They roll down a window. So do I and ask
All in a normal conversation , no puffy chest , etc. Just a hey why are you........
me:So why you watching me / my house
them: who says were watching you.
me: Well nobody lives in either house beside me. The street you decided to sit on is an empty street also. So the only 3 houses are MINE and the 2 beside me.
them: umm were not watching "YOU" (pronounced and bold "YOU"
me: So did XXXX (i said his full name) moms x bf) hire you to watch us.
them: no not watching "YOU"
me: So he hired you to stalk my mom or track her down? Im gonna call the cops I see you near my house again.
them: dumbfounded look on their face and said uuuummm.. something like that call the cops were not doing anything illegal.
me: ok I will since she doesn't reside at my address and I feel threatened your watching my house and kids while Im at work and my wife is hole alone with them.
them: that's fine whatever.
We both leave. Sure enough few hours later they are in the same spot. I called the cops, explained the complete story above. They roll up to the parked truck. Both the guy and girl get out. Talked to the cop. I see the truck leave. I see the cop leave. I get a curtsy call back from the NPPD saying they were PI's and they did inform the NPPD they were "in town" on business" They said The officer did go talk to them and that's about all they could do at this time.
I never did see them back after the cop showed up and talked to them.
Thats my story about same thing happening to me. ya I know I shouldnt have followed em. Could have tuned out diff.
OP just call the cops and at least have it on record now, how many times you seen the car etc..
as popo said maybe its not about YOU. same thing in my case. psycho bf was trying to track down my mom.
Found my address when we bought a new house. Was Prob. thinking she was staying here still she got a house back down here too. So had our place watched to "find her"

That's an interesting story. Probably would have gone about the same way in my case if I hadn't posted here. Other than UC, I cannot for the life of me think why someone would hire a PI. I guess it's always possible they are for someone else but I find there to be quite a few too many "coincidences" that link me up with this car. I still haven't seen it again, so I am now expanding my vision anytime I leave or enter a place. Checking off into the distance and even just trying to locate people sitting in their car for an extended period. Just trying to save as much info in my brain as possible in hopes of maybe finding them in a different vehicle now.

Not so far... haven't seen the car since and haven't noticed anyone sitting around suspiciously. I'm thinking either UC got all the evidence they need to see that I'm not screwing them, or maybe the guy realized after the parking lot incident that should he should change his methods, or use a different vehicle.

lol I'll never relax, not in the world we live in today. But yeah you guys could be right (I'm sure your all thinkin the same thing) however, I just don't see it that way. I don't want to make a pissing match out of it lol but all my neighbors have secured wi-fi, so he had no business behind my truck... also, the parking lot was damn near empty and I parked about smack in the middle of it, nowhere near any wi-fi sources. Not to mention the retired police car with a functional dash cam installed and recording with nothing in it's viewfinder but my truck... I mean, Larry I don't know about professional police dash cams, but this one actually had the red recording light showing as well, idk if maybe the real ones are more concealed? But he was pretty clearly making routine stops by my truck, so I had no choice but to think the way I did. I'm not saying you guys are all wrong and I had a stalker, but I highly doubt it was wi-fi related at least.
P.S. I like my carrots extra crispy...

Yeah I'm thinking it was UC. Still kinda upsets me a little that they even wasted resources on me. I find it hard to believe that they couldn't send a PI to someone else and catch them in less than a week. At least from what I've heard... but who knows, maybe they are worried about lawsuits. BTW, anyone know WHY they need to know what race you are? LOL I think I have some ideas why, but does anyone know an "official" reason?

Me either, I always thought they would typical catch on when earnings show up under your SSN while your were collecting at the same time. I just don't know what else to think about it. I guess I can't really rule out them being there for someone else, but I just can't see how all that would add up. There's always the chance, but I think it's unlikely. Like I said before, just the unknown factor is what bothers me the most about it. But anyways, it's been over a week now and I haven't noticed anything, hopefully stays that way.

Being that my dad is the owner of our company, that is very likely. God forbid someone makes a dime that isn't taxed. Thinking about it just makes me want to slap someone so I'm not going to think about it, plus that's a totally seperate issue than this thread. I just hope they saw all they needed to see and leave me the hell alone.
