View Full Version : Need advice! Those knowledgable in VIN and Title stuff (In Illinois) COME IN!

Alright.....I'm pissed.

I went to my local DMV yesterday (if you haven't figured out by now, I'm in ILLINOIS) and asked about getting a new VIN created and a new Title for my '27 T bucket roadster. I've already read up on this partially on Illinois' "cyberdrive" website.

A bit of background: I purchased a complete frame with front and rear suspension via a bill of sale (aftermarket frame) and a fiberglass body via an invoice (bought brand new - aftermarket). Neither have a VIN or title, as this is a "kit" car/homebuilt street rod.

The only thing I wanted was forms/paperwork to fill out for applying for a VIN and a Title. The paperwork that they gave me was for a title process for a "specially constructed vehicle". This is one option, but is more of a pain in the ass. They also have a "street rod" process, which is better. But, BOTH of them start the process with providing a VIN...which I don't have.

They also mentioned that it can't be titled until it's DONE. THAT pissed me off...this means that if the car isn't done until July, it'll probably be December until it would be legal to drive due to slow government agencies-I think we all know how slow things like this are.

The DMV insisted that there's a VIN process included....but there is not. They have NO idea what they are talking about.

Does anybody know the process in Illinois to get a VIN created?

Either that, or this option could be possible (those in the know from a legal standpoint chime in):

Get in touch with a member on this board (preferably one I already know and can trust) that lives in a state where this process is fairly lax and easy. Sell them the car for $1 via a bill of sale. They get a VIN created and a title created in their state and register it in their name. Then they sell the car back to me for $1 (plus the fees for what they did and a little "something-something" for their services) via an official title transfer, and I'm home free.

Thoughts?

I am not in IL, but we restored a Corvair just to find out the VIN plate was missing and the title we had was not for the car. We ended up registering the car in Vermont. After 2 years we were able to get Delaware to title and reg it. They made us a VIN "Plate" and now all is good. I dunno if this helps, but there are states out there you can register without a title.

You can title it as a home built car you would just need to show pictures of the build prosess and have the vehicle inspected to show it is safe for on road operation

^ This I'm aware of...however, on the documentation that mentions that...it mentions nothing about a VIN.


However, on a lighter note, I FINALLY got ahold of the Secretary of State office in Springfield...Special Vehicle Division. There's 1 dude in the whole state that does this crap.
I mentioned to him that I was unable to get anywhere with my local DMV..he laughed and agreed they never know jack shit about this stuff. He's sending me a big packet full of information and forms that I need to fill out, which includes stuff about both VIN and Title.
I also asked a few questions about how difficult it is to get this stuff done, how stringent the inspector is, he said "if it goes, stops, and turns without falling apart, you'll do fine". lol

Sounds like I'm on the right track now!
Now it's time to wait for the snail mail to get here.......................................

I've found that there are decent people that work for the state. You just have to hunt for them. I bought an ATV on a bill of sale from Tennessee that had never been titled. Brought it home and took it to my local dmv and they insisted it had to have a title somewhere and basicly refused to help me. Took it to another dmv a month later and they slapped a form down on the counter, filled it out and 2 weeks later I had a clear Illinois title.

Lol, nice! Just goes to show that some people are either a) stupid or b) stick too close to the rules.

I hope the people I have to deal with on this will be cool about it. It would suck to put all this time and money into it and then not be able to legally drive it.
