Are my headlights suppose to pop up when I only have my parking lights on? If not how do I fix it. I hate the look of the lights when they are up. When I am just chillin I'd like them not to be poking there ugly heads out.
If all of the light are off, and you switch on the parking lights, only the parking lights should come on. If you have all the lights on, and turn them back to just parking lights, the headlights should stay in the up position. This is what I've gathered from riding in my buddies LS1 TA, so I'm not 100% positive the 93-97's were the same.

your headlight motor gears are wearing, my car did it when I got it, go on ebay and look for firebird headlight fix, you'll see a kit with some metal geras in it and other things, easy to do, and if you go metal gears you'll never have to do it again because GM put plastic gears in stock and the motors run untill there is a certain amount of pressure against them, well over time the plastic wears and strarts to strip and you'll hear the gears grind. And yes when you turn your parking lights on from no lights the headlights stay down, but if you go from headlights on to just parking lights, the headlights will stay up.

This is the truth. You could also, alternatively buy new motors from AutoZone or the equivalent. I paid 80$ and replaced mine. Much less hassle too.

You will also want to check the HCM (head-light control module) this item does start to fail occasionally.

Should've bought a Camaro.
But yeah, they shouldn't do that and both of the suggestions (HCM and Light motors) are good suggestions. I don't have any experience with them though.

I did my medal gears like a year ago. How do you check the HCM to see if it's bad or not?

You should be able to look on shoebox's site for the voltage values, check the values against your HCM unit.
