When you buy a cam for an LT1 it usually has the super-long dowel and also the splined center, that way it is setup for both opti's. The non-vented (93-94) use the splined center so the dowel is too long. You simply take a hammer and gently tap it into the cam a little bit. If you run a vented opti you leave the dowel alone because you need the length. It sounds like you bought the cam used and someone had it in a non-vented opti car. Try to pull it out.

Have it pulled out and replaced with a new dowel pin. Any engine shop should be able to do this. Seek a target length of .650" or so for a vented opti.

No, it sounds like he has a cam for a non-vented car, and his vented opti rotor will not fit into the hole in the middle.
