Depends. Do you want it back to the metal for new paint or just to remove the other guys paint?

If its just paint, pull the tires off and hit them with the aerosol paint stripper, and a plastic scraper....

When I redid my Impala SS wheels I tired many different paint strippers. aerosol type, aircraft remover etc. The best method I found was a marine bottom paint stripper, high pressure pressure washer and a plastic scrapper. In my situation I needed to get every bit of paint off.
I used a brand called Quick Remover. I purchased it from a local marine supply store. Aircraft remover cant compare to this stuff. I used about 1.5 cans for all 4 17" rims, front and back and inside of the wheels. If done sparingly you could probably get all 4 done with one can.
