how hard is it to tune to pass emissions?

Really depends on the condition of the motor, Good compression, good cats ect. What you want to do if you are modded, is right before going to inspection, is to raise the temp back to stock, its like 229 degrees, Install hotter plugs, put in fresh oil, if you have a cam, raise the idle. make sure your car is hot when you go and don't let it set around cooling down. They also sell stuff that supposedly helps pass emissions but I don't know of anyone that has actually tried them...

It also depends what type of emissions test you have , Im240/ Obd sniffer etc. Like here in Il For cost they did away with the sniffer test and it is all mearly plugging into the ODB port and checking if you have any codes and your monitors have run. Which any tuner can turn off codes and you can go in camming your head off and smell like raw fuel and you still pass
