Take the lens off, clean it, reassemble.
Here's my How-To guide:

I would think if you took it apart and used some plastic polish on it, it might look better than new :D

Ya I was worried about pulling them apart since the reason I have the honeycombs is because lastime I cracked my stockers using a hair dryer and a flathead..think I need to find me a better heat gun this time!

If you put it on a black roof top for a day in the sun, that can also evaporate the water quickly and safely.
Anyway you do it, just make sure the tailight is sealed up afterwards so you don't have to worry about it in the future.
I have Altezza tailights on my Z, and if I would get caught in the rain, I always would get a little moisture in the tailights. When I went to have them professionally tinted, I later sealed up the inside edges with some silicone caulk. Since then, I have yet to ever get condensation in them.

They sell stuff at autozone to clean the crap/fading/water deposits from lenses. Just saw it a few days ago.
