Scan9495 also has a 1993 capability. Excellent for data logging, free download, author is a member here, to help with install issues:

Thanks! I did the paper clip and I can get the car in diagnostic mode but I can't get any flashes other than the ones listed in the picture. Do you know if I can run scan9495 on a tablet? If so how much storage does it take so I can buy a compatible tablet or do I just need a lap top? Thanks again guys I actually feel like I have a chance of solving this problem now.

Not revving past 3K is a concern. Have you tried another PROM chip? Could be that the one you're running got corrupted somehow. I bought a 93 that had all kinds of weirdness going on (unstable idle, poor running, etc) and as it turns out the PROM itself had been corrupted. Put a new one in and all was well.

With the stock chip in the car it revs past 3k. The hypertech was in the center console and the car was apart for years just sitting. It was in a zip lock bag if that helps lol. I got the car as a basket case and managed to get it back together. Heads were ported and polished but the previous owner never put it back together. Could this cause any of my conditions with a stock tune? I hate picking up where somebody else left off.

Let's ask @GaryDoug if you can run it on a tablet. I only review the Scan9495 (and DataMaster, pcmcomm, Freescan, etc.) data logs for people. I don't run a factory PCM in my 1994, so I don't use factory scanning tools.
