also i need to tune it now, know it wont fix this but i can tune it and block the code,who is the best tuner for this

Are you still running the 1996 OBD2 pcm?
Has the opitspark been replaced?

yes it is obd 2pcm and no new optispark, the new cap and rotor,did not have a light before my build

Once you switch to the obd pcm and get it tuned I doubt you will still have the problem

Yes, it's the simplest way. convert to obd1, buy a cable and download tunerpro rt. then you can tune it yourself with the help of a tuner.

And, there is no misfire detection in OBD-1, which solves that problem.
But, if you have an auto trans, you may run into problems with the mismatch in the PWM converter lockup strategy differences between OBD-1 and OBD-2.

Another possible solution is to have the crank position sensor relearned. It's done by a dealer or someone with the high end scan tools. Normally it is done after replacement of the crank or the sensor but it might help in this case and can't hurt. I think the dealer charge is about $100. Or find someone with a Tech II scantool. The process involves letting the scantool take command of the throttle while it learns the sensor signals.

the car is a t56 and as for the scan tool we have the snap on tech tool at work (Goodyear) i will see if that has it
