Supporting Memberthe vats modules can do different things. can not let it crank at all and flash security light, let it crank and kill it after a few seconds with flashing security light, let it crank and kill it with no light, let it crank and crank and crank with no computer pulse to injectors, etc. some do the norm, others do the haywire. IF vats is not tuned out of the pcm, the theft deterrent module, not to be confused with relay, can screw up and not send a square wave signal to pcm telling it to enable fuel pump and run, then computer won't send signal out.
The issue we just had was either the ground, the theft deterrent module, or bad pcm.
OP go over your wiring closely. first thing is check that fuel pump does infact prime and hold pressure. if no prime, you have to dig into the wiring more.

The previous owner put a switch on the dash to turn the fuel pump on; I can manually turn it on and I know it works. Where would the VATS be located? Any way to tell if it or the PCM is bad?

I'm going to be fiddling with it tonight. Bringing my voltage tester. What kinda voltage should be going from A7?

Hello, everyone; I have great news. The Ventura fired up and is now running smoothly (after a can of Royal Purple injector cleaner!). It turns out that the injectors weren't firing. After looking around through my wiring, I discovered that my relays were rusty and pretty sketchy looking... lo and behold, change all three of them, and for $20 I got the hot rod running. Thank you everyone for your input, and I look forward to posting around here more often.
