The heads do seem awfully small for a boosted 397, but AI knows what they are doing so it probably was on purpose to keep the power down in the sub 6500RPM range. -

The idle FP doesn't necessarily rule out fuel issues, just means that your regulator is working. You need to hang a gauge off it and check the pressure under load - you may have perfect pressure...
