My '94 Z28 won't start, the engine will spin just fine but it acts as though it's not getting any gas. The fuel pump's whine when priming seems much more low-pitched and slower than normal. My neighbor thinks it's my opti but that just doesn't make any sense to me considering the fact that I just had one put on it about this time last year, there also was a new cap and rotor assembly and new plugs installed recently too (August 2010) so all things considered I wouldn't think it would have anything to do with either of those things. Any advice would be greatly appreciated.

Check your fuel pressure andsee if its the pump.

Yeah put a fuel pressure gauge on it. Also if the fuel pump is running and you can hear it try turning the key on and off the check valve in my pump lets it leak back into the and after i get fuel back in the lines it starts up fine.

Also check your fuses, check for spark and check for injector pulse. Use a long screwdriver on the metal portion of the the injector and put the handle to your ear. Listen for loud clicks.
